Once your application has been submitted to the Hawaii Medical Cannabis Registry Program, it will not be returned for corrections or updates. The fee to apply is $49.50 and is non-refundable.

1) Are you certified for medical cannabis use in your “home state/territory” as having one or more debilitating conditions identified in Hawaii state law?

2) Is there a dispensary with the cannabis medications you need on the Hawaiian island(s) you are visiting?

3) Review the Hawaii Administrative Rules Chapter 11-160 –DOH Administrative Rules for the medical use of cannabis specific to the registry.

4) Review the video tutorial.

We do not accept international medical cannabis registration cards at this time.

PREPARE YOUR DOCUMENTS TO BE UPLOADED TO YOUR ONLINE APPLICATION:

Failure to submit the two required documents below will result in the denial of your application. If denied, you may submit another application. However, all fees will apply.

1) Upload a photocopy of your valid Medical Cannabis Registration Card from your “home state/territory.”

(It must be clear, legible,and not expired.)

2) Upload a valid government-issued state identification card OR valid government-issued driver’s license from the same state/territory as your valid medical cannabis registration.

(No other forms of identification will be accepted (no passports, etc.). The names on both uploaded documents must match. It must be clear, legible and not expired.)

MINOR OUT-OF-STATE PATIENTS ONLY

DOCUMENTS TO BE UPLOADED TO THE MINORS ONLINE APPLICATION

Failure to submit the required documents below will result in the denial of your application. If denied, you may submit another application. However, all fees will apply.

1) Upload a photocopy of the MINOR’S valid Medical Cannabis Registration Card from their“home state/territory.”

(It must be clear, legible, and not expired.)

2) Upload the MINOR’S valid government-issued identification. One (1) of following identifications listed below will suffice:

-Birth certificate with a unique ID number usually found on the top-right corner,or

-Valid government-issued state/territory identification card, or

-Valid government-issued driver’s license, or

-Valid passport book (passport cards are not accepted)

(No other forms of identification will be accepted. The names on the valid government-issued identification and medical cannabis registration card must match. It must be clear, legible and not expired.)

3) As the minor’s caregiver, you must upload a valid government-issued state identification card OR valid government-issued driver’s license. If you are the sole parent, legal guardian, or legal custodian of the minor, your valid government issued identification that you will be uploading must be from the same state/territory as the minor’s valid medical cannabis registration.

(No other forms of identification will be accepted. It must be clear, legible and not expired.)

4) If you share joint custody of the minor, you will be required to upload the other parent, legal guardian, or legal custodian’s valid government-issued state identification card, or valid government-issued driver’s license. If you share custody of the minor, at least one of the valid identification cards that you will be uploading must be from the same state/territory as the minor’s valid medical cannabis registration.

(No other forms of identification will be accepted. It must be clear, legible and not expired.)

5) During the online application process,you will be required to download,complete, and upload:

1)Minor Out-of-State Patient form

2) Caregiver Certification form/s.

If you share joint custody, both you and the other parent, legal guardian, or legal custodian are required to complete the Minor Out-of-State Patient Certification. Handwritten signatures and initials are required. Electronic signatures are not accepted at this time.

OTHER INFORMATION TO BE ENTERED INTO YOUR ONLINE APPLICATION

  • Prepare to enter your certified medical condition(s).

  • Prepare to enter your contact/demographic information.

  • Prepare to enter the contact information of the medical provider that certified you for medical cannabis use in your “home state/territory.” The registry may need to contact them for verification purposes.

FREQUENTLY ASKED QUESTIONS

Q. How long will it take for my application to be approved or denied?

A. You can apply for a temporary registration 60 days prior to your desired start date.You may request the start date of your registration to coincide with your arrival in Hawaii.

Applications will be reviewed in the order received and registry staff will not be able to expedite any individual applicant based on their travel dates.

Registry turnaround time is posted on the Department of Health Medical Cannabis landing page. This will help you gauge where your application is in our queue.

Q. How will I know when my application is approved or denied?

A. Once your application is approved, you will receive an email notification stating your approval. You will then be able to log into your account to retrieve access to your Hawaii medical cannabis 329 registration card. You should save a copy to your mobile device and/or print and keep a copy for your use.

If your application is denied, you will receive an email notification with reasons for the denial. You will not receive a refund. You may re-apply again with all applicable fees. This denial will not be considered as one of the two terms you are eligible for in the calendar year.

Q. I want to apply for an out-of-state registration card for my upcoming trip, but I will be returning later in the year. Can I apply again?

A. Yes, you are eligible for up to two terms in a single calendar year. Each temporary card is valid up to 60 days or up to the expiration date of your “home state/territory” medical cannabis card, whichever date comes first. If you will need another temporary card after its expiration, and your “home state/territory” medical cannabis card is still valid, you can reapply once more.

Q. My “home state” medical cannabis card expires during my trip. Will I be able to apply for a temporary medical cannabis registration card.

A. You may apply, but keep in mind that your temporary Hawaii registration expiration date will not exceed the expiration date of your “home state/territory” medical cannabis card. This applies even though the term may be shorter than 60 days or than the length of your stay. This will be considered as one of the two terms you are eligible for in the calendar year.

Please be advised that you will not be protected under Hawaii state law once your temporary Hawaii state 329 card expires.

Q. I will be traveling to Hawaii more than twice a year; can I apply for an in-state registration card?

A. Yes, we do not require residency for our in-state program. So long as you meet the eligibility requirements and see an in-state physician/APRN, you may apply as an in-state patient.

You will have to create an account using a valid email address, then return to the https://medmj.ehawaii.gov and apply as an in-state patient.

Q. I’ve already registered twice in the calendar year but just booked another trip to Hawaii. Is there a way to register so that I am protected during my next trip?

A. Yes, if you are frequenting our state, it may be in your best interest to see a physician/APRN in Hawaii to help monitor your medical condition(s) and provide ongoing care while you are in Hawaii. We do not require residency for our in-state program and you may apply as an in-state patient as long as you meet the eligibility requirements.

You will, however, have to create an entirely new account using a completely different valid email address. After the new account has been created, you will then return to the https://medmj.ehawaii.gov website and apply as an in-state patient.

TRAVELING

Please be advised that according to federal law, possession of cannabis and cannabis infused products is illegal.

Travel by any means, inter-island, to and from the mainland USA, and internationally means passing through federal airspace or jurisdiction. This may put medical cannabis patient or caregivers traveling with cannabis and/or cannabis infused products of any kind in jeopardy with the possibility of delay or arrest.

We expect all patients and caregivers to strictly comply with our Laws & Rules. Ignorance of the law is not a valid defense.  Please be aware of this and act accordingly. 

 

Please be reminded that at this time, in order to purchase medical cannabis from a dispensary in Hawaii and to be afforded protections under our medical cannabis laws, you must be registered with our program.
